The Audit Qualifications Committee (CEA) is an independent administrative body (ZBO). Among other things, the CEA is responsible for setting the achievement goals for the accounting education (AA and RA), and it monitors compliance with these achievement goals of the accounting education (hbo and wo) and the practical training courses for the Dutch professional. Organization of Accountants (NBA). The committee is supported by a staff office. The Personnel Office plays a central role between the committee and stakeholders and is, among other things, responsible for strategy and policy development. CEA has an important supervisory position within the auditing education and thus contributes to strengthening and guaranteeing the quality of the auditing education and thus to good professional practice among auditors.
The Royal Dutch Association of Accountants (NBA) facilitates the work of the CEA.
Function | Head of Personnel Office
The personnel office now consists of five employees (3.7 man-years). Due to increasing rules for a ZBO like CEA, the formation of the staff office is being expanded with a Staff Office Manager. This is therefore a new feature with plenty of room for individual interpretation. The human resources manager is a builder and a performer, and its main task is to relieve and facilitate his colleagues in their work by ensuring optimal support and smooth business processes.
In this versatile position, you will work with the implementation of new and amended laws and regulations, such as the Public Access to Information Act, the Archives Act and the Digital Administration Act. You translate laws and regulations into CEA policies, procedures and work instructions in a convenient way. Of course, you ensure that the CEA complies with existing laws and regulations (Awb, Wob / Woo, AVG, WNT, Framework Act ZBOs, etc.) in a timely and correct manner.
You are also responsible for preparing the annual budget and annual report, including accounts. You are also responsible for the financial administration of the committee.
In addition to these content-related activities, you are responsible for the day-to-day management of the staff in the personnel office and the related HRM matters. You stimulate office workers to achieve their goals by developing knowledge, skills and talents. The team consists of enthusiastic and highly content-driven professionals.
You maintain contact with relevant stakeholders, such as the Ministry of Finance, the external auditor, the data protection adviser, the National Archives and NBA staff.
We are looking for a lawyer with affiliation with finance who enjoys working in a small team in a practical way. You recognize yourself in the following characteristics:

- You have demonstrable experience in implementing and complying with laws and regulations;
- You have affiliation with (state) finances and you can maintain a (simple) financial administration as well as prepare budgets and annual accounts;
- You have strong analytical skills and you have a relevant education, preferably at university level;
- You are hands-on and can quickly switch between different items;
- You are stress resistant, accurate and you maintain the overview.
An exciting work environment with an informal work environment with a focus on the employees’ individual development. The salary is a maximum of € 5,916 gross (based on a 38-hour working week), excluding holiday allowance and 13th month. The starting salary depends on your education and work experience.
The position is based on 0.8 man-years with Monday to Thursday as working days.
The procedure is supervised by K + V and aims to end the employment in June 2022. Information on setting up and planning the selection interviews will follow as soon as possible.
