What do you want to do?
Your crucial role requires you to be a link, able to transfer sometimes difficult financial matters to others in a simple way and involve them in the processes.
You are jointly responsible for carrying out the planning and control cycle in an organizational unit in the province of Utrecht. You are the essential link here, helping to coordinate the P&C cycle of the organizational unit, providing budget holders and project managers with financial information and advice, and handling the more complex financial changes.
You will work closely with the business controller(s) and the senior financial advisor for your domain and with the fiscal supporters.

Your main activities are:

  • coordinate and test the financial contributions of your domain to the planning and control products (such as the framework note, budget and annual accounts);
  • advise on financial matters such as those reflected in the College’s proposals;
  • support budget holders with financial matters and assist them with budget control, for example by preparing management reports on various themes, such as progress with finances and personnel;
  • optimization of the use of financial systems and conversion of financial frameworks into concrete actions within the domain;
  • implement budget changes and ensure reconciliation with the project administration in collaboration with the project controllers;
  • secure new financial instruments that promote the implementation of the programs and disseminate these instruments.

You work closely with the domain’s business controller(s) and set up the P&C cycle with them.

Who are we looking for?

  • You have a completed education at HBO bachelor’s and/or WO bachelor’s level.
  • You have at least 4 years of demonstrable professional experience with financial advice
  • You have at least 2 years of demonstrable work experience in the treasury role

Personal characteristics

  • You have a flexible, critical and service-oriented attitude, with an eye for detail and a strong focus on results
  • You can work independently and on time, and you are stress-resistant
  • You are a clear senior who masters the field and can communicate very well with the line organization and can give functional instructions.

Skills

  • You have an excellent command of the Dutch language in words and in writing
  • You work structured, disciplined and enthusiastic
  • You have a self-starting ability and you have the necessary patience and resilience
  • You recognize several roads to Rome: if A doesn’t work, you form a B

Knowledge

  • You have knowledge and analytical insight into the administration and its translation into the various claims and damage products
  • You have knowledge of the IT systems: SAP, LIAS, Civision resources
  • You have knowledge of the various administrative decision-making processes

  • a temporary employment contract of one year for 32 to 40 hours per week with a view to employment for an indefinite period;
  • a salary of a maximum of €5,119.70 gross per month based on full-time employment of 40 hours per week (scale level 11); (the salary is excl. CLA increase as of 1-7-2022)
  • an Individual Choice Budget of 22.37% on top of your monthly salary, which you can choose yourself when it is paid out;
  • 18 holiday days and a generous ATV scheme with a maximum of 25.5 extra days off based on full-time employment;
  • good pension accrual;
  • a personal development budget of €5,000 every five years;
  • the opportunity to develop yourself through the courses offered by the Utrecht Academy.
